Athletics Federation of Pakistan Announces Major Disciplinary Actions

The Athletics Federation of Pakistan (AFP) has announced strict disciplinary measures against two of its former officials — Salman Butt and Habib Shah — to uphold integrity and constitutional order within the federation.
During the Executive Committee meeting held on October 10, 2025, chaired by Brigadier (R) Wajahat Hussain, the AFP decided to impose a lifetime ban on Salman Butt and a 10-year ban on Habib Shah for their roles in violating the federation’s constitution and election procedures.

The meeting emphasized the AFP’s ongoing commitment to ensuring transparency, fairness, and discipline in Pakistan’s athletics administration. Officials stated that these actions were essential to protect the credibility of the sport and restore public trust in the federation’s governance.


Salman Butt Banned for Life from Athletics

In one of the most severe actions in the federation’s history, Salman Butt has been banned for life from participating in any athletics activity at the national or international level.
The decision bars him from working in any capacity — as an athlete, coach, official, or administrator.

According to the AFP, Butt’s actions constituted a serious breach of the federation’s constitution, particularly since he himself was one of its signatories. His involvement in what the AFP termed as “unauthorized and unconstitutional practices” was described as an act of gross misconduct and irresponsibility.

The AFP stated that the lifetime ban sends a clear message that no one is above the law and that disciplinary standards will be upheld without exception.


Habib Shah Faces 10-Year Suspension

The Athletics Federation of Pakistan also imposed a 10-year suspension on Habib Shah, the former Secretary of the Punjab Athletics Association. Shah has been barred from participating in any athletics-related activity — including event organization, coaching, or administrative work — during this period.

Officials said the decision followed a detailed review of his actions, which were found to be inconsistent with the AFP’s constitutional provisions. The federation reiterated that every member, regardless of rank or seniority, must comply with established rules and ethical standards.


Punjab Athletics Elections Declared Null and Void

A major decision taken in the meeting was the annulment of the Punjab Athletics Association elections held on August 31, 2025. The Executive Committee found the elections to be unconstitutional, citing a direct violation of the AFP’s election procedures.

As per federation rules, a minimum of 21 days’ notice is required before holding elections, and candidate submissions must close seven days before polling. However, the Punjab Association announced elections on August 29 and conducted them just two days later.

Even senior members of the association reportedly remained unaware of the schedule until a day before the elections. The AFP concluded that these actions represented a deliberate attempt to bypass procedural requirements and undermine the federation’s constitutional integrity.


Administrative Committee Formed for Fair Elections

To address the situation, the AFP has formed an administrative committee led by Shahida Khanum, Senior Vice President of the federation.
This committee has been tasked with overseeing day-to-day operations of the Punjab Athletics Association and conducting transparent, fair, and constitutionally valid elections.

The AFP emphasized that future elections will be organized strictly according to the federation’s constitution to ensure accountability and equal opportunity for all stakeholders.


Commitment to Transparency and Good Governance

In closing, Athletics Federation of Pakistan President Brigadier (R) Wajahat Hussain reaffirmed the federation’s dedication to promoting discipline, unity, and integrity in athletics across the country.

He said the AFP would continue to take all necessary steps to protect the interests of athletes and maintain transparency within its ranks. “Our goal is to uphold the rule of law within sports organizations and ensure that every decision is made in accordance with the federation’s constitution,” he stated.

The AFP further vowed to strengthen institutional mechanisms to prevent misconduct and to promote a fair and ethical sporting culture nationwide.
