Punjab Drug Law Amendments 2025 Announced
The Punjab drug law amendments 2025 have officially been introduced by the provincial government, marking a major shift in how drug-related crimes are prosecuted and punished. The updated ordinance brings tougher penalties, stricter bail provisions, and greater oversight to ensure justice is served swiftly and effectively.
According to the official gazette notification, these Punjab drug law amendments are designed to close long-standing procedural loopholes and strengthen the overall legal framework against narcotics offenses in the province.
Stricter Bail Provisions for Narcotics Offenders
Under the Punjab drug law amendments, individuals accused of crimes that carry life imprisonment will no longer be eligible for bail. Courts have been instructed to assess the severity of each case before granting bail in lesser offenses and to demand heavy surety bonds when doing so. This measure aims to curb the misuse of bail provisions and ensure that repeat offenders or major traffickers are not released prematurely.
Officials confirmed that the new rules align with the federal Control of Narcotic Substances Act (CNSA) and will operate in parallel to improve coordination between provincial and federal anti-narcotics enforcement bodies.
Appeals to Be Heard by Lahore High Court
A key highlight of the Punjab drug law amendments 2025 is the restructuring of the appeals process. Appeals against the decisions of special courts will now be heard by a two-member bench of the Lahore High Court, designated by the Chief Justice. This change ensures consistency, accountability, and a more efficient judicial review mechanism for narcotics-related verdicts.
Revised Legal Sections for Stronger Enforcement
The Punjab Law and Parliamentary Affairs Department stated that amendments have been made to Sections 38, 39, 40, 41, and 44 of the law. Section 39 now introduces the term “special court,” while Section 40 strengthens the appeal system under the Lahore High Court’s supervision. Subsection (2) of Section 41 has been repealed, and Section 44 has been updated to ensure mandatory and expedited implementation.
These structural reforms are expected to enhance enforcement, reduce trial delays, and deliver justice more efficiently across the province.
Immediate Implementation Across Punjab
Since the provincial assembly was not in session, the Governor of Punjab approved the ordinance under Article 128 of the Constitution. The revised Punjab drug law amendments 2025 took immediate effect on September 20, 2025.
Officials said these legal reforms reflect the Punjab government’s strong commitment to eliminating narcotics and ensuring that the justice system keeps pace with modern enforcement needs.
