Umrah 2025 Regulations: Key Changes for Pilgrims
The pilgrimage of Umrah is a spiritual journey for millions of Muslims worldwide. However, arranging visas, hotels, and transportation has often been confusing. With the introduction of the Umrah 2025 regulations, Saudi Arabia has streamlined the entire process to make it more transparent and organized.
All steps, from visa applications to hotel bookings and transport arrangements, are now integrated with official platforms such as the Masar system and the Nusuk app. Pilgrims must follow these guidelines to avoid fines and travel disruptions.
Mandatory Umrah Visa and Accommodation
Under the new Umrah 2025 regulations, pilgrims cannot use tourist visas for Umrah. Only a dedicated Umrah visa via Nusuk is valid. Attempting the pilgrimage without it may result in denied access to holy sites, including Riyaz ul Jannah in Madinah.
Accommodation must be booked at the time of visa application. Pilgrims can either select an approved hotel through the Masar system or stay with relatives by providing the host’s unified Saudi ID. Qaisar Mahmood of Asaa Tours explains, “Hotels and transportation are linked within the Saudi system. Even taxis must be booked through the portal to ensure only authorized services are used.”
Itinerary and Transportation Rules
Pilgrims must submit a full itinerary when applying for their Umrah visa. Any changes or delays must be recorded in the system, or fines starting at SAR 750 per person may apply. Agents may also face penalties or system restrictions.
Transportation must be booked in advance using authorized taxis, buses, or the Haramain Express train, which runs until 9 pm. Travelers arriving after this time need alternative official transport. Airport officials check all reservations, and missing bookings can lead to fines or denied onward travel.
Visa on Arrival for Eligible Travelers
Travelers from the UK, US, Canada, and Schengen countries may obtain a visa on arrival if they meet residency and travel requirements. However, compliance with accommodation and itinerary rules remains mandatory.
Authorities stress strict adherence. Mahmood adds, “Any violation, from unauthorized taxis to overstaying, results in fines starting at Dh750. Pilgrims must follow the rules to avoid penalties.”
